Approaches to planning urban infill on Finnish large housing estates

Many Finnish residential areas in the fringes of urban cores have physical potential for urban infill but they have so far failed in implementation because of the low market position of the area. In this article we examine different approaches to planning of urban infill in residential areas with low market position. We conclude that just one approach to planning of urban infill in areas with low market position is seldom sufficient. Therefore it is important to identify which outcome is likely to result from the approach, to adjust the urban planning measures.
